Kyle CarberryandBrad Fitzpatrick 91794f6498 wgengine/magicsock: move firstDerp check after nil derpMap check 
This fixes a race condition which caused `c.muCond.Broadcast()` to
never fire in the `firstDerp` if block. It resulted in `Close()`
hanging forever.
