Android rebuilds its VpnService interface when the VPN route
configuration changes, which tears down long lived TCP connections
through the tunnel. Use the same automatic OneCGNATRoute behavior as
macOS on Android, and prefer the single CGNAT route when no other
interface is using the CGNAT, falling back to fine grained peer routes
otherwise.

This drops the per peer "appending remote" log while constructing the remote list, which can get noisy on big tailnets, and keeps logs around remote availability checks, including whether a peer is missing, offline, lacks PeerAPI reachability, lacks sharing permission, or is available.

Currently, clientupdate.NewUpdater().Update() is called directly inside tailscaled, which fatals. There is also a failure that doesn't return, causing a panic.
This fix allows us to use the same approach as startAutoUpdate, which is to find tailscale.exe and run tailscale.exe --update, though since it's calling the updater library directly, we get progress messages.

If AutoUpdate.Check is false, the client has opted out of checking for updates, so we shouldn't broadcast ClientVersion. If the client has opted in, it should be included in the initial Notify.

After switching from cellular to wifi without ipv6, ForeachInterface still sees rmnet prefixes, so HaveV6 stays true, and magicsock keeps attempting ipv6 connections that either route through cellular or time out for users on wifi without ipv6

In Android, we are prompting the user to select a Taildrop directory when they first receive a Taildrop: we block writes on Taildrop dir selection. This means that we cannot use Dir inside managerOptions, since the http request would not get the new Taildrop extension. This PR removes, in the Android case, the reliance on m.opts.Dir, and instead has FileOps hold the correct directory.
This expands FileOps to be the Taildrop interface for all file system operations.

Introduce new TaildropTargetStatus in PeerStatus
Refactor getTargetStableID to solely rely on Status() instead of calling FileTargets(). This removes a possible race condition between the two calls and provides more detailed failure information if a peer can't receive files.
