Stop deleting .qpkg.codesigning files in build-qpkg.sh and include
them in the returned artifact list from buildQPKG.
These files contain the last 32 characters of the base64-encoded CMS
signature produced by QDK code signing. They are consumed by pkgserve
to populate <signature> entries in the QNAP repository XML, matching
the format used by myqnap.org and qnapclub.eu.

This commit adds `--json` output mode to dns debug commands.
It defines structs for the data that is returned from:
`tailscale dns status` and `tailscale dns query <DOMAIN>` and
populates that as it runs the diagnostics.
When all the information is collected, it is serialised to JSON
or string built into an output and returned to the user.
The structs are defined and exported to golang consumers of this command
can use them for unmarshalling.

If we previously knew of macaddresses of a node, and they
suddenly goes to zero, ignore them and return the previous
hardware addresses.

this commit reduced the amount of data sent in the metrics
data integration test from 10MB to 1MB.
On various machines 10MB was quite flaky, while 1MB has not failed
once on 10000 runs.

connstats currently increments the packet counter whenever it is called
to store a length of data, however when udp batch sending was introduced
we pass the length for a series of packages, and it is only incremented
ones, making it count wrongly if we are on a platform supporting udp
batches.

This commit changes the PostureChecking syspolicy key to be a
PreferenceOption(user-defined, always, never) instead of Bool.
This aligns better with the defaults implementation on macOS allowing
CLI arguments to be read when user-defined or no defaults is set.
