Alex ChanandAlex Chan 6fc5290ce7 tool/gocross: retry downloading Go three times ...

Occasionally CI jobs will flake because downloading from GitHub fails.
Allow retrying up to 3 times to reduce CI flakiness.

Updates #cleanup
