Andrew Dunham	c98652c333	doctor/permissions: add new check to print process permissions Since users can run tailscaled in a variety of ways (root, non-root, non-root with process capabilities on Linux), this check will print the current process permissions to the log to aid in debugging. Will Norris	71029cea2d	all: update copyright and license headers This updates all source files to use a new standard header for copyright and license declaration. Notably, copyright no longer includes a date, and we now use the standard SPDX-License-Identifier header.
