Andrew Dunham	208a32af5b	logpolicy: fix nil pointer dereference with invalid TS_LOG_TARGET ... When TS_LOG_TARGET is set to an invalid URL, url.Parse returns an error and nil pointer, which caused a panic when accessing u.Host. Will Norris	71029cea2d	all: update copyright and license headers ... This updates all source files to use a new standard header for copyright and license declaration. Notably, copyright no longer includes a date, and we now use the standard SPDX-License-Identifier header.
