Will Norris	71029cea2d	all: update copyright and license headers This updates all source files to use a new standard header for copyright and license declaration. Notably, copyright no longer includes a date, and we now use the standard SPDX-License-Identifier header. Eng Zer Jun	f0347e841f	refactor: move from io/ioutil to io and os packages The io/ioutil package has been deprecated as of Go 1.16 [1]. This commit replaces the existing io/ioutil functions with their new definitions in io and os packages.
