Will Norris	71029cea2d	all: update copyright and license headers ... This updates all source files to use a new standard header for copyright and license declaration. Notably, copyright no longer includes a date, and we now use the standard SPDX-License-Identifier header. Mihai Parparita	2c18517121	cmd/tsconnect: add npm publish workflow ... Adds an on-demand GitHub Action that publishes the package to the npm registry (currently under tailscale-connect, will be moved to @tailscale/connect once we get control of the npm org).
