ipn/conf: support RemoteConfig in the config file
Add ConfigVAlpha.RemoteConfig so a user-data/cloud-init config can delegate remote control to the tailnet admin (see Prefs.RemoteConfig). Updates #1866 Signed-off-by: Kristoffer Dalby <kristoffer@tailscale.com>
